Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the September 26, 2016 Commission meeting held at the District's East Wenatchee office:

Authorized amending the Electric Distribution System Customer Service Policies to allow existing customers to opt out of remote meter reading for a monthly fee to offset the cost of physically reading the meter. (16-145)

Approved a Customer Data Privacy Policy. RCW 19.29A.100 requires all utilities to adopt a customer data privacy policy that prohibits the sale or disclosure of private and proprietary customer information and establishes a process for investigating and resolving customer complaints of possible data disclosure. (16-146)

Authorized renewal of Information Security and Privacy Liability Insurance with Beazley to protect against cyber criminals. (16-147)

Approved acceptance of work and final payment to electrical power products, Inc. under contract 16-03-D, supply and deliver control and relay panels for the Veedol Substation. All work has been completed and determined to meet the bid specifications. (16-148)

Authorized execution of an interlocal cooperative agreement with Douglas County for North Baker Ave. project.  Douglas County has initiated a project to rebuild and widen North Baker Avenue. This agreement will coordinate utility work in the County's road project bid package. (16-149)

Authorized a renewable energy certificate purchase and sale agreement with OneEnergy, Inc. Under this arrangement OneEnergy has the right to claim and report non-power attributes associated with the District's share of the output from Nine Canyon Wind Project occurring during calendar year 2016. (16-150)

Approved acceptance of work and final payment to Neppel Electrical and Controls, LLC under contract 16-19-W, Marina Park RV electrical improvements.  All work has been completed and determined to meet the bid specifications. (16-151)

Authorized a call for bids under bid document 16-25-W, 2017 hatchery well and pump maintenance. The District has a need for certain scheduled and unscheduled well construction and maintenance work on wells and pumps associated with its facilities located at the Wells Hydroelectric Project, Wells Spawning Facilities and the Methow River Spring Chinook Hatchery. Approved a call for bids under bid document 16-24-W, service and draft tube air compressor upgrades at the Wells Hydroelectric Project.   The air compressors originally installed in the 1960s are at the end of their design life. (16-153)

Affirmed change order No. 7 to contact 14-19-W, Wells Hatchery modernization. Necessary to address several constructability issues. This change order increases the not to exceed limit $73,667 bringing the total not to exceed limit to $36,304,292. (16-154)

Authorized change order No. 2 to talk order No. 4-02, change order No. 1 to task order No. 6-02 and change order No. 1 to task order No. 7 under the Master Consulting Services Agreement with MWH Americas, Inc. Task orders are nearing the authorized not-to-exceed amount and there is a continued need for construction engineering in connection with rebuilding the Wells Project generating units. (16-155)

Approved letters to and continuation of an agreement with the U.S. Geological Survey, United Stated Department of the Interior relative to 2016-17 river-gaging station maintenance and operation costs. River gaging is related to the operation of the Wells Hydroelectric Project and the cost is not to exceed $27,980. (16-156)

Authorized to settle a restitution claim with the defendant on the Wells Tract 87 encroachment. (16-157)

The next meeting of the Commission is scheduled for 1:30 p.m. October 10, 2016 at the District's East Wenatchee office.
