Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ronald E. Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the November 13, 2017 Commission meeting held at the District's East Wenatchee office:

Reviewed bid opening results for bid document 17-21-D, supply and deliver compact 110 kcmil EPR primary underground cable. The bids will be evaluated prior to a recommendation for contract award.

Authorized amendment No. 2 to the District's Video Transport Agreement with HDNet LLC. This amendment will extend the agreement until December 31, 2020. (17-174)

Approved extending the Master Service Agreement with Pacific Northwest Net, Inc. for delivery of off air Seattle channel feeds for an additional 36 months. (17-175)

Authorized video transport agreements with Showtime Networks, Inc.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (17-176)

Approved revising Schedule 6 of the Electric Distribution System Customer Service Policies. To meet changing business needs, these revisions add a multi-tenant bulk rate and set-top-box purchase rate. (17-177)

Authorized procurement of network equipment specified by JT Tech, under RFP 17-07-D, network upgrade. (17-178)

Approved an interlocal agreement with the City of Bridgeport for the purchase of street light fixtures for the Relight Washington grant program. (17-179)

Authorized a call for bids under bid document 17-17-D, supply and deliver LED street lights. Necessary for the Relight Washington grant program which is a state-wide effort to replace existing municipal street lights with new energy efficient LED light fixtures. (17-180)

Approved a call for bids under bid document 17-22-D, supply and deliver 2500 KVA Distribution Transformers. (17-181)

Authorized acceptance of work for the second unit by Kingsbury Inc. under contract 09-17-W, thrust bearing load cell system. All work has been completed and determined to meet bid specifications. (17-182)

Approved change order No. 1 to contract 16-32-W, 2017-2018 heavy equipment services for the Wells Hydroelectric Project. Necessary for debris removal and road work at the Lone Pine Substation location. This change will increase the contract $305,000 bringing the total not-to-exceed cost to $505,000. (17-183)

Authorized change order No. 1 to contract 16-33-W, 2017-2018 forebay debris removal services for the Wells Hydroelectric Project. Necessary to perform additional unexpected debris removal services due to an unusually high volume of debris in the forebay. This change will increase the contract $150,000 bringing the total not-to-exceed cost to $350,000. (17-184)

Affirmed change order No. 1 to contract 17-02-W, service and draft tube air compressor upgrades at the Wells Hydroelectric Project. Changes include installation of oil sump alarm and pressure reducing regulator valve and removal of temporary air dryers. This change will increase the contract $2,278 bringing the total not-to-exceed cost to $1,400,278. (17-185)

Approved change order No. 1 to contract 17-16-W, directional drilling of HDPE pipe through a railroad/roadway embankment at the Wells Hydroelectric Project as required by Cascade and Columbia River Railroad Co. This change will increase the contract $13,421 bringing the total not-to-exceed cost to $83,121.  (17-186)

Authorized approval of land use permit 356B-02, Thomas and Sheryl Bultman. The permit is for continued use of Project lands previously permitted for a single use dock and residential landscaping. (17-187)

Approved land use permit 368-02, John and Linda Bissett. The permit is for continued use of Project lands previously permitted for a single use dock, lawn and residential landscaping. (17-188)

Authorized approval of land use permit RR53-03, HMJD Orchards LLC. The permit is for continued use of Project lands in the railroad right-of-way for previously permitted orchard use. (17-189)

The next meeting of the Commission is scheduled for 1:30 p.m. November 27, 2017 at the District's Bridgeport office.
