Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the September 25, 2017 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 17-01-W, upgrade the 300T Gantry Crane at the Wells Hydroelectric Project. The bids will be evaluated prior to a recommendation for contract award.

 

Commissioner Skagen, Commissioner Viebrock, Gary Ivory, Commissioner Simpson

Awarded General Manager Gary Ivory with his twenty-year service award. Commissioner Skagen thanked Gary on behalf of the citizens of Douglas County for his years of service and his willingness to take on new responsibilities. Gary thanked the Commission and said "It's a better job than I deserve. The Commission and employees make my job enjoyable. It is a pleasure to work here."

Approved renewal of comprehensive crime coverage with Zurich to October 15, 2020. (17-147)

Authorized renewal of Fiduciary Liability Insurance with AIG. (17-148)

Approved the renewal for Directors and Officers and Employment Practices Liability Insurance with AIG. (17-149)

Authorized a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development's Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $60,000 for 2018. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (17-150)

Approved transport agreements with Weather Group Television, LLC.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (17-151)

Authorized an interlocal agreement with the Town of Waterville for the purchase of street light fixtures for the Relight Washington grant program. (17-152)

Approved acceptance of work and final payment to WESCO Distribution, Inc. under contract 17-13-D, supply and deliver compact 1100 kcml EPR primary underground cable. All work has been completed and determined to meet bid specifications. (17-153)

Authorized change order No. 75 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. These changes include a spare turbine shaft seal strainer, examination of welds and improvements to the bearing vapor brush seal for Unit 7. This will increase the contract $15,200, bringing the total not to exceed amount to $167,585,587. (17-154)

Approved award of contract 17-14-W, Methow Hatchery Pond 13 avian protection improvement and pond liner replacement to Halme Builders, Inc. the only responsive bidder.  (17-155)

Approved a professional service agreement with the Colville Confederated Tribes for 2017 Archaeological Monitoring for the Wells Hydroelectric Project. The Historic Properties Management Plan requires annual archaeological monitoring at forty four high priority archaeological sites for a period of five years. This agreement shall not exceed $103,569 and will conclude June 30, 2018. (17-156)
