Douglas County PUD Commissioners Ronald E Skagen and Aaron J. Viebrock executed the following actions during the April 24, 2017 Commission meeting held at the District's East Wenatchee office:
Approved third amended and restated Interconnection and Service Agreement with Intergate.Columbia I LLC, a State of Washington LLC controlled by Sabey Corporation. This amendment will take into account the District's tiered rate structure not the outdated rate formula sited in the agreements. (17-050)
Authorized adjustments to certain technical, professional and administrative salaries. An adjustment to salaries of 3.0% and other adjustments to recognize promotions, performance, responsibility and job market trends are necessary to continue to attract and retain a qualified workforce. These adjustments amount to an annual budget impact of $119,421 (0.19% of the $61.3 million Distribution System expenditure budget) for employees assigned to the Distribution System and $169,552 (0.22% of the $76.8 million Wells Project expenditure budget) for employees assigned to the Wells Project. The current budgets include an estimate for salary adjustments. (17-051)
Approved a professional service agreement with the Colville Confederated Tribes to provide wild White Sturgeon larvae for Wells Reservoir supplementation as required by the Wells license and White Sturgeon Management Plan. This agreement will not exceed $149,341 and conclude August 31, 2021. (17-052)
Authorized amendment No. 2 to Memorandum of Understanding between US Fish and Wildlife Service and State of Washington Department of Fish and Wildlife to include the right to surface water to the Methow Hatchery in December for spring Chinook production. (17-053)
Affirmed change order No. 9 to contact 14-19-W, Wells Hatchery modernization. Necessary to address several constructability issues. This change order increases the not to exceed limit $46,899 bringing the total not to exceed limit to $36,492,594. (17-054)
Affirmed change order Nos. 4 and 5 to contract 16-14-W, construct Wells Hydroelectric Project Interpretive Center. Changes include minor revisions to address constructability issues and extending the completion date to May 31, 2017. These changes will increase the cost $3,617, bringing the total not-to-exceed cost to $1,275,153. (17-055)
Authorized task order Nos. 4-03, 6-03 and 7-03 under the Master Consulting Services Agreement with Stantec Consulting Services, Inc. Task orders are nearing the authorized not-to-exceed amounts and there is a continued need for construction engineering in connection with rebuilding the Wells Project generating units. (17-056)
Heard a report on the Douglas County Community Network. The network currently has 3,543 end users.
Rescheduled the May 8, 2017 Commission Meeting to the following Monday, May 15, 2017 at 1:30 p.m. at the District's East Wenatchee office.
