Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the October 24, 2016 Commission meeting held at the District's East Wenatchee office:
Opened bids under bid document 16-28-W, addition of West Embankment Piezometers for the Wells Hydroelectric Project. The bids will be evaluated prior to a recommendation for contract award.
Heard details on proposed electric and water rate adjustments. Proposed changes to electric rates will collect $1 million in revenue and cost an average residential customer $3 more per month. Proposed changes include increasing the General Service basic charge from $10 to $13 per month, increasing the second KWH tier (25,001 to 49,999KWH) 1.5% and the third tier ( 50,000KWH and over) 3%, and increasing the demand charge to $1.70 per KW greater than 50. Other adjustments include Irrigation Service will have an $8 per month basic charge and an increase to the seasonal demand charge of $1.81 per KW.
There is also a proposed 2018 adjustment included in this proposal. Changes to the General Service basic charge increase to $15 per month and KWH tiers and demand charge increase similar to 2017. Detailed information can be found here.
Changes to the Withrow Water increases the monthly minimum charge to from $30 to $35 in 2017 and a $2.50 increase per year until 2020 when the cost would be $42.50. Detailed information can be found here.
Established hearings for the proposed electric and water rate adjustments for November 14, 2016 at 1:30 p.m. in East Wenatchee and November 28, 2016 at 1:30 p.m. in Bridgeport. Authorized renewal of property insurance coverage with Ace American Insurance Company and Liberty Mutual Insurance Company.(16-168)
Approved acceptance of work and final payment to WESCO Distribution, Inc. under contract 16-17-D, supply and deliver 15kV vacuum circuit breakers for the Veedol Substation. All work has been completed and determined to meet bid specifications. (16-169)
Authorized a professional service agreement with Sigma Six Solutions for Commissioning of Veedol Substations. Before connecting Veedol Substation to the transmission and distribution systems, the major components and protection devices need to be tested and commissioned. (16-170)
Affirmed change order No. 3 to contract 16-07-D, construct Veedol Substation. Changes include three sets of replacement switches, additional drilling necessary in support steel and extending the completion date to December 23, 2016 to accommodate for late equipment delivery. These changes will increase the cost $18,411 for a total not-to-exceed cost of $3,559,902. (16-171)
Approved execution of intent to grant easement agreement and easement with Calvary Chapel Fellowship of Wenatchee. The District will be replacing the existing poles with taller poles on the West side of North Baker Ave. (16-172)
Authorized acceptance of work and final payment to Net Services , LLC under contract 16-08-W, provide and install pond 1 bird exclosure at Wells Hatchery. All work has been completed and determined to meet bid specifications. (16-173)
Affirmed change order No. 2 to contract 16-14-W, construct Wells Hydroelectric Project Interpretive Center. Changes include ceiling changes to accommodate installation of video monitors, installation of water pressure reducer, installation of freestanding drinking fountain and extending the completion date to December 9, 2016. These changes will increase the cost $12,499, bringing the total not-to-exceed cost to $1,249,499. (16-174)
Approved addendum No. 1 to bid document 16-24-W, service and draft tube air compressor upgrades at the Wells Hydroelectric Project to clarify the contract documents. (16-175)
Authorized addendum No. 1 to bid document 16-25-W, 2017 hatchery well and pump maintenance to remove unnecessary equipment bidding schedules. (16-176)
Approved land use permit 379-01 to the City of Pateros for the "Monument to the Methow" in Memorial Park. (16-177)
Declared items surplus to the needs of the District. A previous resolution incorrectly listed some items as surplus. This resolution will correct District records. (16-178)
Accepted bids received for Douglas PUD surplus items sold by Chuck Yarbro Auctioneers. The auction raised $79,429.50 for Douglas PUD. (16-179)
Heard a report on the Douglas County Community Network. The network currently has 3,359 end users.
