Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the August 22, 2016 Commission meeting held at the District's Bridgeport office:

Authorized interconnection and service agreement with Mining King Facilities, Inc. as required by the Customer Service Policies, Section 36. (16-126)

Affirmed change order No. 2 to contract 16-07-D, Construct Veedol Substation. Changes include additional earthwork, concrete driveway and relocation of fence. This change order increases the not to exceed limit $42,932 bringing the total not to exceed limit to $3,541,491. (16-127)

Approved work and final payment to Galvanizers, Inc. under contract 16-05-D, supply and deliver bus support steel for the Veedol Substation. All work has been completed and determined to meet the bid specifications. (16-128)

Authorized an amendment to the terrestrial signal transport agreement with NBCUniversal Content Distribution. The amendment will add more IPTV content. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (16-129)

Approved a Professional Service Agreement with Historical Research Associates, Inc. for ongoing archaeological and cultural resource services. The total not-to-exceed price of this contract is $100,000 with an expiration date of August 31, 2019. (16-130)

Authorized approval of land use permit 4RR-08 to Alex Group LLC. This will allow continued use of a railroad crossing and allows for access road pavement on District railroad right-of-way property. (16-131)

A resolution was introduced authorizing the District's sale of Wells Project output to the Purchasers. The terms and conditions make adequate provision for the power and energy needs of the District. The Wells Project Power Sales Contract will provide consistent and predictable revenue sufficient to meet District financial needs. Douglas PUD Commission will consider the resolution for final action at the board meeting scheduled for September 12, 2016.

Approved a $2.3 million intersystem loan from the District's Electric Distribution System to the Wells Hydroelectric Project to call the remaining 2006A Bonds. (16-132)

Received the preliminary budgets for the Distribution System for calendar year 2017 and for the Wells Hydroelectric Project for the fiscal year ending August 31, 2017.

The preliminary 2017 Distribution System budget estimates revenues at $52.8 million, a decrease of 1.3%. This estimate includes a proposed rate adjustment resulting in $1.3 million of the revenue total.  The cost to an average residential customer would be $2 per month. The District's last rate adjustment was in January 2013. Final rate decision will happen after a separate rate hearing to be scheduled later in the year.  Operating expenses are estimated at $48.7 million, a decrease of 0.1%. Retained earnings are expected to decline $1.23 million. The preliminary capital budget is $12.2 million, of which $7.5 million is for electrical facilities. The balance of capital spending is for improvements and new connections to the Douglas County Community Network, for new equipment, and for right-of-way easement costs.

At $56 million, the total preliminary Wells Hydroelectric Project Operating Expense Budget amounts to a $1.6 million increase compared to last year's estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The preliminary Wells Project Capital Budget totals $40.2 million. Major items include generating unit refurbishment, recreation action plan items, Wells hatchery modernization, and generator circuit breaker replacements.

Received the Environmental Reviews of the preliminary budgets.

A budget hearing has been set for October 10th at 1:30 p.m. at the District's East Wenatchee office.

The next meeting of the Commission is scheduled for 1:30 p.m. September 12, 2016 at the District's East Wenatchee office.
