Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the December 14, 2015 Commission meeting held at the District's East Wenatchee office:

Awarded Natural Resources Supervisor Shane Bickford with his twenty year service award. Commissioner Skagen thanked Shane on behalf of the citizens of Douglas County for his years of service. Shane thanked the Commission.
Reviewed the bid opening results for bid document 15-24-W, Rehabilitate Unit 4 Trashracks at the Wells Hydroelectric Project. Hancock Sandblast and Paint, LLC of Pasco was the lowest responsive bidder. The bids will be evaluated prior to a recommendation for contract award.
Reviewed the bid opening results for bid document 15-26-W, Building Maintenance for the East Wenatchee Headquarters Facility. There were no bids received.
Authorized a professional service agreement with SSP innovations LLC for GIS solution maintenance and support. The agreement will not exceed $25,000 and will conclude December 31, 2016. (15-234)
Approved change order No. 1 to contract 15-23-D, supply and deliver two 115-13.2, 42MVA substation transformers. This change will expedite delivery with a $44,062 savings to the District. The credit will decrease the total amount of the contract to $2,171,494. (15-235)
Authorized renewal of contract 12-21-W, 2012-2013 hatchery well and pump maintenance for an additional one year period with H2O Well Services. (15-236)
Approved amendment No. 1 to professional service agreement 12-23-W, with Erlandsen and Associates, Inc. The firm is engaged in a number of continuing projects for the District that will extend beyond the present term of the agreement. It would be difficult and inefficient to transfer these tasks to another survey firm. This amendment will extend the term of the agreement to December 31, 2018 and incorporate a revised rate schedule. (15-237)
Affirmed change order No. 4 to contract 14-12-W, construct carpenter Island boat launch. The change will extend the completion date to April 30, 2016 to allow for better temperatures for concrete work and hydroseeding. (15-238)
Affirmed change order No. 1 to contract 15-19-W, Methow boat launch maintenance dredging. This change extends the completion date due to adverse weather conditions to April 15, 2016 and increases the cost of the contract $3,000 for equipment rental and remobilization. (15-239)
Authorized change order No. 1 to task order No. 4-02 services under the master consulting services agreement with MWH Americas, Inc. This change will increase the cost of the contract on the second unit rebuild $900,000. (15-240)
Approved a professional service agreement with Washington State Department of Fish and Wildlife for steelhead genetic analysis. Necessary to investigate the natural spawning success of hatchery reared steelhead relative to wild steelhead and to utilize a statistically valid number of fish to develop baseline DNA profiles for Methow River steelhead as required by the Wells HCP. The cost of this agreement is not to exceed $14,789 and will conclude August 31, 2016. (15-241)
Authorized a professional service agreement with Washington Department of Fish and Wildlife for the 2016 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of an M&E plan for the District's hatchery programs. The agreement is not to exceed $997,007 and will conclude December 31, 2016. (15-242)
Approved Land Use Permit 722-03 to Elite Eight HOA. This is a renewal of a Land Use Permit to allow an existing dock and access path on District property. (15-243)
Approved general liability and automobile insurance coverage with American Insurance Group. (15-244)
Authorized the renewal of excess liability insurance coverage with AEGIS Insurance Services and Energy Insurance Mutual. (15-245)
Authorized amendment No. 5 to professional services agreement with APS Healthcare Bethesda, Inc. This will extend the agreement until December 31, 2016. For several years Douglas PUD has offered the service of an Employee Assistance Program to all employees and their immediate families. The cost to Douglas PUD is $3.49 per employee per month. Authorized engagement letters with Cordell, Neher & Company for deferred compensation plan administration. (15-247)
Authorized a Legal Services Agreement with attorney Garfield R. Jeffers. Effective January 1, 2016 through December 31, 2016. (15-248)
Authorized a Legal Services Agreement with the law firm of Jeffers, Danielson, Sonn and Aylward, P.S. Effective January 1, 2016 through December 31, 2016. (15-249)
Heard a report on the Douglas County Community Network. The network currently has 2,982 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. December 28, 2015 at the District's East Wenatchee office.
