The following is a report of the Douglas County Public Utility District Commission meeting which was held on October 4, 1999.
The Commissioners held the final budget hearings for the Distribution System and the Wells Hydroelectric Project. The Distribution System budget covers the calendar year of 1999 while the Wells Project budget covers a fiscal year that runs from September 1, 1999 through August 31, 2000. The distribution budget anticipates purchased power at $15,080,000. This is an increase of approximately $2,200,000 from 1999 figures. Distribution and transmission expenses are expected to decrease by $50,000 to $2,644,600. With operating revenues anticipated to increase during 2000 by approximately $2.8 million to almost $27 million, net operating revenues should also be up around $300,000 to an estimate of approximately $4.2 million. These figures include a 5% per kilowatt-hour rate increase that was previously approved on March 18, 1996.
The Wells Hydroelectric Project operating expense budget is in the amount of $32,322,500. This figure is down approximately .9% from the last fiscal year. Some of the major changes include an additional $100,000 for fish studies, and $150,000 for structures maintenance. Some of the major reductions include $500,000 to reservoirs, dams, and waterways maintenance, $400,000 for electric plant maintenance, $250,000 for station equipment, and a reduction of $350,000 for regulatory and commission expenses.
The Commissioners approved a negotiated contract with CanMap Systems to provide Douglas County PUD with a new electrical distribution mapping and work order system. CanMap had previously been selected by PUD personnel as the most qualified and responsive provider for the system. At an earlier commission meeting, PUD staff was directed to negotiate a professional services agreement with the firm. This is the commission approval of that negotiated agreement.
An emergency was declared and the normal bid law requirements were waived to allow repairs to the entry bridge to the East Wenatchee Headquarters Building. Commissioners were advised that cracks in the concrete exposing rusted re-inforcing steel bars have been found on the bridge. A structural engineer, architect, plus PUD staff, and a local general contractor inspected the damage and concluded that immediate temporary shoring should be installed. The Commissioners agreed. The initial work will be followed with a purchase order for the repair of the bridge that will happen as soon possible.
Bids had been received for a mobile home and carport that comprised Surplus Property Sale No. 134. The Commissioners accepted those bids today and awards were made. The highest bid in the amount of $3,050 for the mobile home was awarded to Mary Lisenbey. The carport was awarded to Mike Chapman for his bid in the amount of $1,000. Both the home and carport had been acquired in a settlement agreement with Douglas PUD and deemed surplus to PUD needs.
