Douglas County PUD Commissioners Lynn Heminger, Mike Doneen and Jim Davis executed the following actions during the October 21, 2002 Commission meeting held at the East Wenatchee Headquarters building:
Conducted a hearing for the 2002 Update to the Integrated Resource Planning Study. Staff explained that the document had been revised to reflect Commissioner comments on the draft. No one being present with questions regarding the study and having received no other form of comment, Commissioner Heminger declared the hearing closed. The Commission will consider a resolution adopting the 2002 Update to the Integrated Resource Planning Study at the next Commission Meeting on October 28.
Presented Right-of-Way Representative Dick Weinstein with his twenty-five year service award. In making this presentation, Commission President Lynn Heminger thanked Weinstein for his many years of devoted service to the customers of Douglas County.
Approved the sale of miscellaneous scrap and surplus metal materials to Joseph Simon Sons, Inc. with a bid price of $26,547. The surplus material is 65,621 pounds of assorted aluminum conductor, 5,165 pounds of bare copper conductor and 4,125 pounds of weatherproof copper conductor. (02-212)
Authorized negotiation of an agreement for professional communication engineering services with Zero dB, LLC. The services will include: evaluation, analysis and planning of a communication system to provide utility services at customer facilities. (02-213)
Approved an agreement for engineering services with Varela Associates. Douglas PUD received a grant for developing a capital facilities plan and a citizen participation/community development and housing plan for the Withrow Water System. Varela Associates provided the single response to the District’s request for proposals. (02-214)
Authorized an interlocal agreement for administrative services with Douglas County. The Washington State Department of Community Development requires Douglas County to be the lead agency for the $24,000 Withrow Water Planning Only Grant. This agreement spells out the responsibilities of Douglas County and Douglas County PUD with regard to this grant. (02-215)
Approved establishing a public hearing jointly with Chelan County PUD. This hearing will satisfy Tax Equity and Fiscal Responsibility Act requirements, and will allow Chelan County PUD to issue tax exempt Environmental Enhancement Bonds to refund their outstanding 1968 series Bonds. The hearing will be conducted at Chelan County PUD on November 13, 2002 at 1 p.m. (02-216)
Directed the Manager to send letters to Douglas County governmental entities to solicit applications for 2002 Electric Utility Rural Economic Development Revolving Fund Grants. State law allows award of up to $50,000 in grants or loans for health, safety, conservation and business retention purposes in rural counties. The utility receives a $25,000 deduction on its public utility tax when funds are dedicated to this purpose.
